History

The Zambia Flying Doctor Service (ZFDS) is a grant-aided service delivery statutory board under the Ministry of Health (MoH) that was created under an Act of Parliament No 37 of 1967 with amendment No 18 of 1972 and repealed by act No 25 of 1975 Chapter 298 of the Laws of Zambia. It was founded by Dr. James Lawless in 1965. The FDS Act provides for the establishment, management and development of the Zambia Flying Doctor Service. The Flying Doctor Service Act provides for a Board consisting of not more than nine (9) members appointed by the Honorable Minister of Health. The Board is responsible for providing strategic direction and the Board Charter guides corporate governance of ZFDS and its mandate. FDS Board chairperson reports directly to the honorable Minister of Health.

The core business of ZFDS is to combat disease among and to promote the health and material well being of the inhabitants of the rural areas of Zambia and also to provide aero-medical and other health services countrywide. According to the Zambia National Health Strategic Plan 2017-2021 the current situation is as follows:

Expanding Access to Healthcare

Mobile health services are a complementary service delivery mode to people in hard-to-reach and remote parts of Zambia;

Training and Support for Local Health Workers

Mobile health services provide second-level hospital services and accord an opportunity for mentorship of health local staff;

Demand

There is demand for increased primary health care and strengthening of existing services such as cervical, breast, and prostate cancer screening as well as health promotion activities;

Critical Emergency and Aero-Medical Services

Emergency health services include air and land ambulance, critical care, accident and emergency (A&E) and other aero medical services;
